When the Slutty Disciplinary Committee hears about any lewd acts that disrupt public morals, they are called in to crack down on them. They thoroughly investigate "who", "with whom", "where" and "what" they were doing, and the Disciplinary Committee members recreate with their own bodies how it actually happened and investigate the scene!
